LOYALTY TEST BUT WHAT ABOUT LOYALTY TO WESTON?
Horse of a different color.  SPEAK UP angst, attacks on GOP legislators highlight February before snow storms.  Chena calls it "Bark Up"...

" N O W    I S    T H E    W I N T E R    O F    O U R    D I S C O N T E N T  "

And a hoof-note from Richard III (Shakespearean theme):

To that horse of a different color - one for whom a kingdom might have been exchanged?

Conveniently, there was a PBS program on how Richard III was able to lead his troops in battle aboard his steed, considering his physical stature.

Apparently, based upon evidence of a re-enactment of battles w/armor, chain mail (not the social-media kind), SADDLES in the style of the times that gave support to the rider's back @ the time of the "War of the Roses",  it was found that Richard III could have fought ably;  he fell from his horse in the Battle of Bosworth Field ("My kingdom for a horse" in Shakespeare's version of the event).

WINTER graphic reports in reverse chronological order:

December 21, 2016 is the date of the WINTER SOLSTICE  with early snow again on Saturday December 17th.  And warm weather predicted for the first days of the new season..
January 2017 and then
February
March.  NOTE:  It is always confusing to keep track of the latter parts of Iditarod.  "Spring ahead" (for the Spring Equinox) is a slogan used by 4-legged team members at SP Kennel...March 20th the first day of Spring
April...

APRIL
Still feels like winter when Weston opens Planning & Zoning 8-24 referral April 3rd, continued to April 17...

WOOF!!!
Chena offered her portrait for public notice document but rejected because it implied, as Charlie suggested, that dogs given favoritism.

...March went in like a lion and came out like a sled dog - and we are always amazed at the natural beauty from the Iditarod Trail.  And all the different animals to run with!  WOOF!!!

HOLY FORECAST BATMAN!  BLIZZARD ON THE WAY TO WESTON?  A foot.  Awaiting more?  Amazing - amazing that the storm missed us this time!
We did graphics from a screen shot from Channel 12;  direct from N.O.A.A.  Chena finishes Iditarod XLV in lead for the Black Team, running with Uncle Scout.  Only Chipper not related!

"Spring ahead" for daylight savings time - 2AM SUNDAY MARCH 12, 2017.
One week later it is still as cold. Wind chill factor a...factor.   Deer tracks cross the wood's edge...and guess what?  This morning they were there!  Footprint graphic.  Deer grazing, winter...

Comparison of Iditarod 45 to Weston CT below.

QUESTIONS:  For comparison, Saturday and Sunday in Weston CT.

Where are we now in Iditarod 45?
Getting to the final third of the race for the leaders, father and son;  willl the weather take a hand in denying Seavey the Younger his fifth Iditarod title?
First @half was way below zero w/snow - second half to be warmer than Weston is right now...
What starts March 6th?  ANS:  The IditarodWhich goes through many towns a lot smaller than Weston CT!
Professional wrestling definition:
Alliance (like between Father and Son at Iditarod for a long, long time?)
A cooperative relationship developed between two or more wrestlers, whether wrestling as a tag team or in individual matches. Alliances are often formed for the specific purpose of retaining titles between the members of the alliance, or to counter a specific foe or group of foes. The formation of an alliance can be a storyline of its own.[5]

WINTER RETURNS TO CT FOR...FRIDAY?  Check.  MONDAY?
We attended the Board of Finance review Monday as well as Wednesday...reports here.

Precursor to Board of Finance review of the budgets: Iditarod XLV to begin for real March 6th.  Seems like Spring today in Weston CT...

AND THE SNOW CAME A FEW DAYS AFTER SPEAK UP...TOP, TWO RIVERS, AK.
How did the LWV of Weston know to schedule their big event Feb. 4?  Front yard view - then on Sunday the next weekend, another storm - more modest in depth, but icy.  In the last week of February the mist rises or is that a fiscal cloud?

B R E A K I N G    N E W S :   I T    W A S    C O Y O T E S
The wolves showed up.  Or a wolf-pack.

AS THE DEEP PURPLE FALLS (BELOW).  ABOVE LEFT THE NEW LINK TO "WHITEHOUSE.GOV." CHENA'S WEEKEND @TR200, PRE AND IN PROCESS.
...Plans are afoot for forcing even more mandates on towns that don't get any $$ and penalizing them if they spend a penny more than 2 percent increase in their budget.  Just watch.  Nonetheless,
blue skies are in order on you should pardon the mention, Friday the 13th.  Our ongoing notation of percentage increases in school budgets this year  from casual notice in local and statewide newspapers.

FROM FORUM:  "...Sen. Toni Boucher (R-26) has been elevated from ranking member to sharing the chairmanship of the education and transportation committees. She will also serve as vice chairman on the Banking Committee, and as a member of the Finance, Revenue and Bonding Committee. In addition, she is the chief deputy Senate Republican majority leader, which puts her third on the leadership ladder on the Republican side of the Senate."  She noted as we watched online the Finance Revenue and Bonding Committee leadership that (our oversimplification here) things will be different this year...

Beware the "sharing economy" says Chena, who's thick coat still needs a "jacket".  "Dystopia" is a word to get to know - like suspended disbelief that new Speaker would flex his muscles so soon.
From Courant editorial - It's hard to believe that members of the state House of Representatives would shy away from debating contentious issues that directly affect the state's pocketbook.  But that's exactly what the House's 76 Democrats did on Wednesday when they continued a policy of not requiring votes to pass collective bargaining agreements.  But wait!!!  Now they seems to be aiming for a Feb.1 vote (deadline Feb. 3 or it goes into effect) or am I missing something?

SPEAKER OF THE HOUSE WILL CERTAINLY WANT TO HOLD ON TO HIS BEAUTIFUL FAUX FUR.
Meanwhile, the flakes fall on the weekend after earlier dust jobs.  And then the sun comes out.  If anyone can do your job, unions not strong.
Because frankly, if anybody including consultants can do the work, why pay the union overhead?  BUT...not in play if government itself is the UNION!

WINTER IS THE BEGINNING, SEE KIWANIS SEASON'S GREETINGS WREATH (STILL UP ON JAN. 22nd), OF THE WESTON BUDGET PROCESS AS WELL AS THE C.G.A.
No one should be surprised and I am sure those designing the next school budget zeroed out any $$ aid from CT.  And a visual of the Reservoir as shown looking toward Weston from Redding.

IF A TREE FALLS IN THE FOREST AND NO ONE IS AROUND TO HEAR IT, DOES IT MAKE A SOUND?
This metaphysical question can be understood on a few levels - eastbound (left) and westbound (center and right).  Which isn't too far from national politics.  The biggest sound is the screech of brakes...

NEW YEAR COMING AND DEMOCRAT LEADERSHIP OVER NATIONALLY FOR A WHILE;  C.C.J.E.F. SOLUTION COMING - SOME OTHER IDEAS:
Charter Schools for all k-8, regionized high schools via a lottery; creating demand for bus service from cities to suburbs but where to park or turnaround in Weston?

WINTER MONOCHROME

No "white" Christmas in 2016.  From a previous Christmas day - brooding view out the office window reminds me of Giacometti and his "etiolated" figures.

Seasonal employment for some deer.  And bright sun but no snow for Christmas Day.

END OF YEAR REPORT BY FIRST SELECTMAN
